The Central African Republic aims to reduce emissions unconditionally by 9.03% compared to a business-as-usual(BAU) reference level by 2030 and 11.82% by 2050. Conditionally, the country aims to decrease emissions by 14.64% by 2025 and 24.28% by 2030 compared to the BAU reference level. The targeted sectors are land use, energy, forestry, agriculture, waste, industrial processes and use of solvents.

Central African Republic’s energy sources are fairly equally divided between oil and diesel plants and small hydro. The energy sector is unbundled, but only the national utility, Enerca, is an active player in the market.

In 2022, the country recieved a $138 million grant from the World Bank to increase supply and access to clean electricity services, with a focus on promoting off-grid solar systems.

Central African Republic’s electrification rate is 34%, with power capacity far below demand. The country does not have a clear policy on interconnection. The power fleet needs modernization due to age and lack of maintenance, and the government is currently working on that through the World Bank. While it is legally possible to set up self-consumption facilities, this is not really happening yet due to the security situation, and lack of funds. Currently, companies are trying to institute pay-as-you-go or PAYG in the country.
